Event Will Help Educate and Inform Grant Applicants Seeking Access to $4 Billion in Funds

Arlington, Va. – The initial Notice of Funds Availability (NOFA) and programmatic rules for broadband stimulus funds has just been released, with up to $4 billion of funding available in the first round. Time is of the essence, with applications due on August 14, just over a month from now.

To help educate grant applicants, the Telecommunications Industry Association (TIA) is co-sponsoring a free live webcast of a Broadband Stimulus National Town Hall, presented by National League of Cities TV, TV Mainstream and BroadbandCensus.com. The interactive live workshop will provide a first look at what applicants need to know in putting together successful broadband grant and loan applications. TIA President Grant Seiffert will be speaking at the event.

A second panel of experts on NTIA on RUS funding programs will be available to take your questions live. Confirmed panelists include:

John Kneuer, President Kneuer LLC and former NTIA Administrator and Assistant Secretary of Commerce for Communications and Information

Maria Browne, Partner, Davis Wright and Tremaine LLP

BTOP: Broadband Technology Opportunities Program

Funded at $4.7 billion, BTOP provides grants to support the deployment of broadband infrastructure in unserved and underserved areas, to enhance broadband capacity at public computer centers, and to encourage sustainable adoption of broadband service. Through this support, BTOP will also advance the Recovery Act’s objectives to spur job creation and stimulate long-term economic growth and opportunity.

Vice President Joe Biden outlined a $4.7 billion loan and grant program Wednesday to develop the infrastructure needed to deliver broadband, or high-speed, Internet access to areas that are underserved or without access.

America lags behind more than a dozen other countries in terms of Internet access and that has to change, Biden told about 200 people at Seneca High School, about 12 miles east of Erie.

"The bottom line is, you can't function - a nation can't compete in the 21st century - without an immediate, high-quality access for everything from streaming video to information overline," Biden said.

Broadband Stimulus Rules Released; Key Terms Defined For Funding

Senior Administration Officials from the Department of Agriculture’s Rural Utilities Service (RUS) and the National Telecommunications and Information Administration (NTIA) detailed the newly released Notice of Funds Available (NOFA) under the American Recovery and Reinvestment Act, now available at broadbandusa.gov.

The joint NOFA, the first of two to be released today, contains the applicant guidelines and policy justifications, gleamed from over 1000 comments and roundtable meetings, both in Washington D.C. and in Arizona.

Four billion dollars will be available in the first of three rounds, but not all of the funds will be in grants. NTIA, which only has grant making authority, will release $1.6 Billion dollars in grants, but the majority of RUS funds will be in loan/grant combinations.

Firms Await Broadband Grant Rules

Obama administration officials will announce rules Wednesday for handing out $7.2 billion in broadband stimulus funds, but some companies already are raising concerns about how long it could take to award the money.

Officials are expected to detail how they plan to distribute $4.7 billion in broadband money from the Commerce Department in grants and $2.5 billion from the Agriculture Department in grants or loans.

Commerce Department officials will still be doling out the first of three rounds of broadband grants in December. Such a delay, business groups and some states say, could push back construction of some projects in northern states to next summer or 2011.

Even now, the rules may not be set. Administration officials say they plan to tweak the rules for the two final rounds of funding after the see how the first round goes. All of the money must be awarded by September 2010.

None of the U.S.'s largest broadband Internet providers -- including Verizon Communications Inc., AT&T Corp. and Comcast Corp. -- have expressed interest in applying for broadband-stimulus funds. They're concerned about the bureaucratic hoop-jumping needed to win the money and restrictions that may be applied to lines built with taxpayer dollars.

Broadband-stimulus projects could be a boon for networking equipment companies, including Alcatel-Lucent and Cisco Systems Inc., which are sponsoring grant-writing programs for their customers.

Confusion about the grant rules has prompted some smaller telecommunications companies to hold off on purchases of Internet-networking equipment on concerns it could hurt their chances of getting stimulus funds.

"We refer to it as 'stimulus chill,' " said Gary Bolton, vice president of global marketing for Adtran Inc., a maker of networking and communications equipment.

Grant applicants are required to put up 20 percent of the cost of their projects. Administration officials haven't said yet whether previously-purchased equipment can be used to meet that requirement, and that has prompted some companies to hold off.

"We totally understand they need to adhere to some vetting process to make sure they find projects that are most suitable for stimulus funding or create the most jobs," said Danielle Coffey, vice president of public affairs for the Telecommunications Industry Association, which represents telecom equipment, software and PC makers. But some grant applicants "are so worried (equipment purchases) will be seen as pre-emptive spending that they're not spending at all," she said.
